Bio: Lee Kaiser is Vice President of Engineering and Training for ORR Protection—a national fire protection contractor focusing on mission critical facilities. Lee is a professional engineer in both fire protection and mechanical engineering with licenses in several states. He leads the system design and technical training functions for ORR Protection. He is the Chair of NFPA 75 Technical Committee on Electronic Computer Systems, a principal member of NFPA 200, NFPA 418, and NFPA 915. He is the chairperson of the Fire Suppression Systems Association Technical Committee and is a frequent speaker and presenter for seminars, workshops, and conferences across the country. Lee is married, has four children, and lives in Louisville, KY. Company: ORR Protection is a national fire protection contractor headquartered in Louisville, KY. In business since 1971, ORR provides custom fire alarm, sprinkler, and special hazards systems and services and focuses on mission critical businesses. With the rise in energy storage systems ORR has become a leader in protecting large-scale lithium-ion battery plants in the United States.

Bio: Bill Smith is a 20 yr. veteran of FM Global, one of the world’s largest commercial property insurance carriers. With over 1,800 engineers worldwide, FM Global has a unique business model that believes the “majority of property loss is preventable”. Over his career, Bill has served in numerous roles, most recently as the Group Manager of Field Engineering for the Kentucky and Southwest Ohio region. In this territory, Bill manages a team of resident field engineers who provide property loss prevention advice to clients operating commercial and industrial facilities.

Bio: Terry Cannon, P.E. is a professional engineer at ThermalTech Engineering, Cincinnati, OH and has been working in the mechanical, plumbing, energy, and fire protection world as a consulting engineer for over 30 years. Terry’s focus has been in public and municipal work environments and has been heavily involved in government work for the last 20 years.

Mr. Strousse has been working at Clarke for over 32 years and has been involved in production planning, inside customer support, website design, and marketing. Currently, Mr. Strousse is on the Governing Board for Latam PCI and is a member of IFSA (International Fire Sprinkler Association), NFPA, AFSA, NFSA and participates with the SFPE organization.

With almost 30 years in the fire protection industry her experience includes design, construction management, loss prevention, risk management and code consulting on a variety of industrial projects throughout the world.
Ms. Francis has a Bachelors Degree in Mechanical Engineering from Auburn University, is a registered professional engineer in Fire Protection and is a Certified Fire Protection Specialist (CFPS). This program provides information to assist the Fire Service charged with responsibilities for fire and life safety on a construction site to follow best practices. Builders and building officials will also benefit from the information provided. The purpose is to reduce the risk of injuries and losses from fire. The information applies to the design and planning stages as well as the actual construction phase of buildings. Many hazards can be addressed before they become an issue by the adoption of best practices and rigorous code enforcement. The primary focus of this program is on large buildings during construction. Other topics that include demolition, alterations, renovations, repair, and maintenance, as well as newly completed buildings will be discussed. This program provides guidance that is based on compliance with Chapter 33 of the 2021 International Fire Code, Chapter 33 of the 2021 International Building Code, and NFPA Standards 1 and 241.

Learning Objectives:

  • Identify risks & hazards on construction sites. Learn the leading causes of fires in structures under construction.

  • Apply model codes and standards that pertain to safety precautions during construction. Including code changes in the 2021 IFC and 2019 NFPA 241

  • Identify best practices regarding housekeeping, hot work, equipment fueling, smoking, food preparation and other hazardous activities on construction sites.

  • Identify the components of a good fire safety plan and be able to work with builders to develop a plan.

Instructor Bio: Ed Lisinski is the Midwest Regional Manager, which includes IL, IN, IA, KS, KY, MI, MN, MO, NE, ND, OH, SD and WI. He earned his Bachelor of Science degree in Architectural Engineering from the Milwaukee School of Engineering. He worked for a construction company with his dad growing up, a design-build firm after college, and as a plan reviewer, assistant director and then building official and department director for the City of West Allis, Wisconsin. After 16 years with West Allis, he joined AWC on December 1, 2021. He has been active at ICC, including serving as the chair of the Building Membership Council and chair of the Structural Code Development Committee, which will be considering changes during the 2022 Group B process. He also serves as a principal or alternate on seven different NFPA committees.

In 1973, three organizations – The Bourbon Institute, The Distilled Spirits Institute, and the Licensed Beverage Industries, Inc. merged to form the Distilled Spirits Council of the United States (DISCUS). DISCUS is a national trade organization representing the interests of leading producers of distilled spirits in the United States. Under the auspice of DISCUS, a voluntary guide, Recommended Fire Protection Practices for Distilled Spirits Beverage Facilities is periodically produced. While it is not intended to be a code or standard for regulatory purposes, it is has been a common reference for fire and explosion protection strategies by property insurance risk professionals, architects, engineers and other consultants. The Fourth Edition was published in 2020. We will review this recommended fire protection guide and its applicability to bourbon & whiskey distilleries from grain handling to distillation, barreling, bottling, spent grain drying, storage and warehousing.

Speaker: Daniel R. Linsley, P.E., Vice President, Senior Property Risk Control Consultant at Willis Towers Watson (WTW). Dan has over 35 years’ experience in the property loss control field providing guidance to a wide range of clients on fire, life, and explosion safety and other property protection and property insurance matters, including project support for new construction and new fire system installations. Several of Dan’s clients operate bourbon and whiskey distilleries in Kentucky and Tennessee including Buffalo Trace Distillery, Barton 1792 Distillery, Bulleit Distilling Company, Stitzel-Weller, Cascade Hollow Distilling Company (aka George Dickel), and several others in the US and Canada. Prior to joining WTW in 2013, Dan owned his consulting business; worked for a Atlanta-based Fire Protection Engineering Firm and for property insurance companies including Industrial Risk Insurers (IRI) and Allianz. Dan obtained his PE in fire protection while working in the state of Georgia. He is also a Certified Fire Protection Specialist and a member of NFPA. Currently, Dan and his wife of 34 years reside in Franklin, TN with two working-type German Shepherd Dogs and a Golden Retriever.

    • Over the past 10 years he has been a national technical representative, special hazards business manager for Viking, covering the East and South America.

    • His responsibilities include working with engineers on specifications for the Viking and Fireflex products, working with AHJ on new standards, and training for contractors.

Topic: The American Innovation and Manufacturing (AIM) Act, which calls for the phase-down of hydrofluorocarbons (HFCs), is disrupting the clean agent fire suppression industry. We will dive into the AIM Act, its effect on clean agents, and alternative fire suppression systems.

Mass Timber Presentation- Updated to OnLine Presentation

Speaker is Matthew M. Hunter, BCO. He is the Northeast Regional Manager for the American Wood Council, which produces internationally recognized design standards for wood construction. His experience includes all phases of commercial and residential land development, building inspection, plan review, and civil engineering.

He is currently a certified Building Code Official and holds a total of twelve (12) International Code Council (ICC) and PA Labor and Industry certifications. He is an ICC member and is active in ICC Regions VI & VII and serves as a governing member on the ICC Sustainability Membership Council as well as the Sustainability, Energy, and High-Performance Code Action Committee (SEHPCAC). He is a member of the ASTM E60 Committee on Sustainability. Additionally, he serves on several National Fire Protection Association (NFPA) committees.

This is a good class that gets into the Tall Wood Ad Hoc reasons for the code changes, the ATF fire testing, and some basic heights, stories, and area introduction for the 17 Group A and B changes that are now in the 2021 IBC.

In early 2016, the ICC Board of Directors approved the creation of an ad hoc committee to explore the building science of tall wood buildings with the scope being to investigate the feasibility of and take action to develop code changes for tall wood buildings. Since that time, the Tall Wood Building (TWB) Ad Hoc Committee has reviewed voluminous materials regarding tall wood buildings, including results of various testing around the world, as well as studies domestically in support of the TWB charge to conduct a thorough review of the science of tall wood. The TWB developed its own test scenario(s) to substantiate any code change proposals (testing was carried out at ATF labs); and worked to develop a comprehensive set of technically-substantiated code changes for consideration during the 2018 Group A code development process. The intensive research performed by the Committee was submitted under the ICC Code Development Process, along with the resulting proposals developed by Committee consensus. All of the Group A TWB proposals have been approved and the three remaining Group B changes were also approved.  These proposals are now part of the 2021 IBC.

Learning Objectives:

  1. Identify the make-up of the TWB Ad Hoc Committee and the process used to reach consensus on proposed code changes.

  2. Recognize how the new types of construction compare with existing types of construction in the International Building Code and specify the inherent differences and conservative approaches the new types have.

  3. Understand the process by which the allowable heights, areas, and number of stories permitted for the proposed mass timber types of construction were developed and will be able to utilize the information for building design.

  4. State the fire resistance requirements for mass timber building elements. Further, they will be able to distinguish when and where non-combustible protection can be omitted.

Alerting, Notification, and Communication - Three Concepts for Signaling Systems Design

The Tri-State SFPE is pleased to offer a presentation on "Alerting, Notification, and Communication - Three Concepts for Signaling Systems Design" by Mr. Robert Schifiliti, PE, FSFPE.

Presentation:

Alerting, Notification & Communication (A/N/C) are three totally different forms of signaling. Each can be simple or complex in design and implementation. How you present your plan to owners and authorities will determine the success or failure of your design.

If you read between the lines, you will see that NFPA 72, the National Fire Alarm and Signaling Code, incorporates these concepts. However, NFPA 72 is not a design manual. The selection and implementation of A/N/C varies for each project – and so will your success or failure in getting your system approved. It’s a matter of trying to balance costs versus mission.

Occupant notification is not just about being able to hear or see a signal. It’s all about trying to change the behavior of the target audience in the most efficient and effective way possible. It’s also about trying to balance costs versus mission. Prescriptive code-based methods work for most situations, but not for challenging environments. This presentation is focused on audible notification but also emphasizes the importance of integrating other forms of notification.

This presentation shows how to plan and present an effective signaling strategy and how to develop performance-based design/engineering options for Audible and Visual Occupant Notification.

This presentation will be useful for anyone who designs, installs, commissions, or inspects regular and voice-based fire alarm systems. 



Speaker Bio:

Mr. Schifiliti is a licensed Fire Protection Engineer, holds a Master of Science degree in Fire Protection Engineering from Worcester Polytechnic Institute (WPI) and is Board Certified in Forensic Engineering by the National Academy of Forensic Engineers. 

Mr. Schifiliti is past chair of the NFPA Signaling Systems for the Protection of Life and Property Correlating Committee (2006 - 2016), which is responsible for the development of NFPA 72, National Fire Alarm and Signaling Code and NFPA 720, Standard for the Installation of Carbon Monoxide (CO) Detection and Warning Equipment. He is a member of the Notification Appliances committee, which he chaired from 1993 to 2003. Bob is also past Chair of the NFPA Fire Protection Research Foundation’s Detection and Alarm Research Council. He is a contributing author to the NFPA 72 Handbook and the NFPA Fire Protection Handbook.

An active member of the Society of Fire Protection Engineers, he is past president of the New England Chapter and principal author of the "Design of Detection Systems" chapter in the SFPE Handbook of Fire Protection Engineering (1st - 5th, current, editions). He authored a series of articles in SFPE’s Fire Protection Engineering magazine on the science and engineering of fire detection and alarm systems. In 2008 Bob was elevated to the grade of Fellow in the SFPE.

Pre-Engineered Kitchen Fire Suppression: NFPA 17A & 96

The next Tri-State chapter of SFPE meeting will be Thursday, February 6th. We will be presenting on Pre-Engineered Kitchen Fire Suppression Systems, including a review of recent code requirements in NFPA 17A and 96 and some inspection, testing, and maintenance (ITM) activities. 

This is an information-packed 2-hour presentation that will review all the various systems that can be installed to protect cooking equipment, as well as common inspection points and pitfalls. The presentation will also cover new cooking methods in use, including industrial wood-fired broilers and other new technologies not well addressed in the standard.  A review of upcoming changes to the relevant standards will also be performed. This presentation is recommended for Inspectors/AHJs who are responsible for reviewing these installations, as well as design engineers who rely on NFPA codes.  

The presentation will be by Stan Oman, the Technical Training Manager for Johnson Controls.  

The presentation will be from 12:00-2:00 pm on Thursday Feb 6th.  Due to scheduling conflicts, the presentation had to be adjusted from the typical Wednesday schedule. We check-in will begin at 11:30, with Lunch available soon after. The meeting will occur in the usual location, Sharonville Fire Department HQ/Station #86.

Bio:

Stan Oman joined Firefighters Extinguisher Service in Pensacola, Florida in 1987. Involved in all aspects of pre-engineered fire suppression systems, portable fire extinguishers and DOT hydro-testing prior to joining Koorsen Fire & Security (Seven years as their pre-engineered trainer, and most recently as the technical trainer at the National Association of Fire Equipment Distributors - NAFED)

Stan has also been involved with compliance with the Joint Commission as safety officer for four years. Presently, in his role as pre-engineered trainer for Johnson Controls, his responsibilities included training both existing technicians and new hires, keeping current on all pre-engineered suppression systems from all pre-engineered suppression system manufactures and implementing new policies and procedures.

CLASS N CIRCUITS? Deciphering the Fire Alarm Circuit Alphabet

 Class A, Class B, Class C, Class X . . . The current edition of NFPA 72, National Fire Alarm and Signaling Code, contains information on a myriad of circuit types and designations, including recently added, Class N circuits. Which type of circuit is required and where? What is the “best” class/type of circuit? What are the performance requirements for each type of circuit? How do I know the classification of an installed circuit. This presentation will review each of the fire alarm circuits designated in NFPA 72 and will explain the differences, performance requirements, and use of each, including the latest circuit designation, Class N.

 Speaker Bio: Jeffrey Moore, PE, FSFPE, CFEI

Mr. Moore is a fire protection engineer with over 38-years experience in all aspects of fire protection engineering, design, analysis, and training. He was a member of the NFPA 72 Technical Committee for 24 years, including 20 years as a member of the NFPA 72 Technical Correlating Committee, 11 years as chair of the Technical Committee on Protected Premises Fire Alarm Systems, and 9 years as Chair of the Technical Committee on Fire Alarm System Inspection, Testing, and Maintenance. His past employment has included Field Engineer, District Supervising Engineer, and Senior Loss Prevention Training Consulting for Industrial Risk Insurers, Fire Protection Engineer for Wright-Patterson Air Force Base, and Senior Fire Protection Engineer/Director for Jensen Hughes. He has developed and taught fire protection, fire code, and fire service training programs for SFPE, the OSHA Training Institute, Air Force Institute of Technology, and numerous other organizations, including NFPA where he has instructed the NFPA Fire Alarm Code and other seminars since 1990.

NFPA 13, 2019 Edition: Changes and Reorganization

The next Cincinnati Tri-State SFPE chapter meeting will be Wednesday, June 5th. This presentation will review the reorganization of NFPA 13 from the 2016 to the 2019 edition. We will explore the logic behind the changes and how to navigate the new standard to help you find what you’re searching for.  The standard has been revised dramatically, and this presentation will help you better understand the changes.

The presentation will be by Steve Halferty from the Cincinnati Insurance Companies. 

Steve joined Cincinnati Insurance in 2015 with 30 years of experience, most all of which in insurance loss control.  Steve he has spent time as an HPR engineer and middle market multi-lines loss control consultant, as well as a loss control manager and also spent time managing IT projects in one organization. 

Steve is a specialist in IT protection and business continuity, hydraulic analysis and flammable liquid storage.  Steve currently serves as an alternate on two NFPA 101  committees and supports our field consultants in the West as well as Minnesota and Wisconsin.

Introduction to Encapsulator Agents

The Tri-State SFPE is pleased to present our next presentation for the 2019 calendar year, “Introduction to Encapsulator Agents”. This presentation will be given by Ron Lowrey with Hazard Control Technologies, Inc.

This presentation will cover the topic of encapsulating agent additives to fire suppression water systems. This is a relatively new technology, and can provide advantages over typical water or foam systems when fighting 3-D fuel fires, Class D metals, lithium ion batteries, and rack storage fires. This technology is regulated by NFPA 18A, which will be reviewed during the presentation. Encapsulating agents work on three aspects of the fire tetrahedron; cooling, fuel encapsulating, and the interruption of free radical coalescence.

Ron Lowrey has over 30 years in the fire service. He is the Assistant Chief of the Mt Oliver Fire Department in Allegheny County PA. He is a Pro Board and IFSAC certified Fire Fighter and Fire Instructor. Ron is the North American Eastern Area Manager, and an Encapsulating Agent Technology Specialist for Hazard Control Technologies, Inc. the world leader in Encapsulating Agent’s.

Firestopping Basics

The Tri-State SFPE is pleased to present our first presentation for the 2019 calendar year, “Firestopping Basics”. This presentation will be given by Chris Johnson with Hilti Technical Services.

This presentation will cover various topics relating to firestopping, including:

  • Code Applications, clarifications, and definitions from the 2012, 2015, and 2018 International Building Code;

  • Common joint conditions and changes, addressing curtain walls, exterior wall fire barriers, rated walls to non-rated horizontal surfaces or glass interfaces;

  • Building types requiring special firestopping inspections;

  • Changes to the requirements for marking of rated walls;

  • And finally, review the concept of “non-communicating stud cavities” and code exceptions.

Chris is condensing a typical 4-hour training into a requested 1 hour timeslot, so this presentation is likely to run a little longer. We encourage all who can stay later to remain, as there will be a lot of useful information in this presentation.

I’m stationed out of Lexington, KY and have coverage for Kentucky, Southern Ohio, & West Virginia. Essentially, I’m an in-field extension of Hilti’s UL Accredited Fire Protection Engineering Team to help train/educate Architects, Engineers, Construction Managers & Sub-Contractors about the importance of Firestopping correctly as it relates to Life Safety Code Standards for the Buildings they build and design.

Fire Inspection Process - Roundtable

This month’s presentation will be a little different than the usual, as it will be both a combination presentation and professional round table discussion.

The presentation will focus on the fire inspection process as seen through the eyes of the Authority Having Jurisdiction.  It will review some common issues seen during inspection, and will address various design choices and concerns engineers or contractors may have with the fire inspection or plan review process.

Following the presentation, a round table discussion will occur on that topic.  

The presentation and round table will be led by Captain Mark Walsh from Colerain Township Fire Department.

So, come with your questions and your comments on the inspection process!  This is the perfect time to learn more about the AHJ’s process.

During an emergency, reliable communication is critical. Staying informed with clear radio transmissions between first responders inside a building and emergency personnel outside the building can help prevent further injuries and save more lives.

Emergency Responders lose communications when in-building radio signals are weakened by structures such as concrete, windows, and metal. To solve that, the code requires the installation of a Bi-Directional Amplifier, or BDA.

A BDA System is a Life Safety System. Similar to fire alarm, BDA is a code driven requirement. The BDA system must be monitored by the building’s fire alarm system and annunciate the status of any signal booster(s).

Tested and evaluated in accordance with UL 2524 1st Edition requirements for In-building 2-Way Emergency Radio Communication Enhancement Systems, NOTIFIER’s BDA solution enhances two-way radio signal strength inside buildings, tunnels and other structures. The design delivers reliable performance to meet signal strength requirements, even in the most challenging RF environments.

Speaker Bio:

David Thompson joined Honeywell Security & Fire in January 2016 as the North Central Business Development Manager. As the North Central BDM, David supported the Gamewell-FCI and Silent Knight-Farenhyt businesses in Indiana, Kentucky, Michigan, Ohio and West Virginia. David most recently took on the role of National Business Development Manager for the New BDA product Honeywell released on 2018.  In that Role David’s primary focus is driving BDA business across the US. 

 David has worked in the fire alarm industry for over 21 years and is NICET Level IV certified in fire alarm and NICET Level II certified in special hazards. David served his country in the Air Force studying electronics as an avionics technician for four years earning a digital electronics certification.

Changes to the 2017 Ohio Fire Code

The final Tri-State SFPE meeting for the 2017-2018 chapter year will be on Wednesday, May 23rd from 11 am to 1:30 pm.

The presentation will focus on the significant changes to the 2017 Ohio Fire Code.  The updated code was released in December 2017 to little fanfare, and this presentation will touch on the major changes to the code.

The presenters will be our own Sarah Rice, CBO, of the Preview Group and Dan Lampke, PE, of Heapy Engineering.  This will be a companion presentation to the one Sarah did earlier this year on the changes to the Building Code.  Check-in for the meeting will begin at 11 am, lunch arriving at 11:30, and the presentation from 12 – 1 pm.

This is a significant code revision and will affect all structures currently under design (enforced November 1st, 2017).

Fundamentals of Corrosion in Sprinkler Systems

The next meeting for the Tri-State Chapter of the SFPE will be on November 8th, 2017.  The speaker will be Jeffrey Kochelek of Engineered Corrosion Solutions. 

Jeffrey will be speaking about the fundamentals of corrosion in water-based fire suppression systems, and will touch upon such topics as:

  • Controlling oxygen corrosion to prevent fire sprinkler pipe leaks.
  • Localized nature of corrosion in fire sprinkler systems.
  • From MIC to chemicals to coatings to nitrogen inerting.
  • Performance record for nitrogen inerting in controlling corrosion.

He will also be discussing nitrogen generators, including concepts, essential components, and some case histories.


Jeffrey Kochelek has spent more than 30 years designing corrosion control strategies in a variety of industrial applications including oil and gas operations, municipal and industrial wastewater, and most recently in the fire protection industry. Mr. Kochelek joined Fire Protection Systems Corrosion Management Inc. (fpsCMI) in 2008 to begin advancing the understanding of the unique corrosion that occurs in water based fire sprinkler systems. The ECS team was the first to identify the acute vulnerability to oxygen corrosion of galvanized steel piping in dry and preaction fire sprinkler systems. He spearheaded
the development of the use of nitrogen inerting technology for corrosion control in sprinkler systems. 

Mr. Kochelek has published numerous articles on the subject of corrosion in water based fire sprinkler systems and is named inventor on 12 US and international patents regarding corrosion management in the fire protection industry. Kochelek earned a BS in Chemistry from St. Louis University with additional coursework in Mechanical Engineering from Washington University in St. Louis.

Electronic Sprinklers

Electronic Sprinkler Overview

For more than 125 years, fire sprinkler systems have relied on thermal elements of the sprinkler head as the sole activation mechanism for this type of fire protection. Fire sprinklers have advanced in many performance characteristics, including spray pattern, quantity of water discharged, thermal sensitivity, and areas of coverage, yet the activation characteristic remains dependent on thermal heat at the ceiling. Today’s codes, standards, and design requirements have incorporated this performance limitation of current fire sprinklers.

What if a fire sprinkler could think? If the current fire sprinkler was modified to improve performance, how may that improve fire performance? Could modern technology be incorporated into fire sprinklers?

This topic will be presented at our next SFPE meeting, and includes the background to the development of the first UL listed first electronic sprinkler.

Speaker Bio:

Allen Bunner is the Regional Business Development Manager for Johnson Controls Incorporated (JCI), where he provides support to end-users, engineering companies, and local approval agencies. Allen’s extensive contracting experience includes water, chemical, and special hazard fire protection projects in more than 35 countries, and is currently involved with JCI’s R&D focus toward new fire protection technologies. Allen is a member of the National Fire Protection Association and the Society of Fire Protection Engineers.

Two Seminars for One Price: Li-Ion Battery Systems and the 2018 IFC; Modern Fire Environment and the Impact on Occupant Safety

The next meeting of the Tri-State SFPE 2016-2017 calendar year will be on April 19th at 11:30 am.  

This will be a special meeting event - Sean DeCrane from Underwriter's Laboratories will be joining us to present on two separate topics:

  1. Lithium Ion Battery Systems and the Changes to IFC 2018
  2. Modern Fire Environment and the Impact on Occupant and Fire Fighter Safety

The meeting will be a "two-for-one" attendance cost - the regular attendance fee will cover both meetings.  Come for one or both.  Lunch will be ready before the first presentation, and snacks will be served in the break between the two meetings.

11:30 AM Meeting: Lithium Ion Battery Systems and the Changes to IFC 2018

Stationary battery storage systems utilizing lithium-ion and other battery technologies batteries are being installed in ever increasing numbers to address campus and local community energy needs. This includes systems used for grid balancing, reducing costly peak electricity usage, and mitigating renewable energy intermittent availability.   This session will provide an overview of the new battery technologies and potential hazards associated with them, current fire code requirements, and changes to fire codes that will better address the hazards associated with the new battery technologies.

1:15 PM Meeting: Modern Fire Environment and the Impact on Occupant and Fire Fighter Safety

Today’s modern fire environment is a changing dynamic. We have seen a saturation of the market place of fuel loads with increased heat release rates. This changing environment exposes occupants, fire fighters and the building’s structural elements to greater extremes in the event of a fire. These changes have implications for occupants, responding fire fighters and how we construct and protect today’s built environment. In this proposed class we will look at the modern fire dynamics, growth rates, and its impact on occupant, fire fighter and structural safety.  This presentation will review recent examples of code changes initiated or supported by the Fire Service and will discuss the importance of these changes to suppression operations. Recent developments in the codes by industry will potentially permit taller wood structures and outline limitations for energy storage systems. These issues could potentially impact building occupants and the responding fire fighters. These new developments will also impact fire inspectors and highlight the importance of robust plans review and regular inspections.

Temporary Door Locking Devices

The fourth meeting of the Tri-State SFPE will be regarding the School Barricade Device legislation.

With the adoption of Ohio House Bill 64 by the Ohio General Assembly and the BBS issuance of Amendments Group 91 to the Ohio Building Code (OBC), regulations have been added to the OBC regarding the use of a device by a staff member that prevents both ingress and egress through school doors in an emergency situation and during active shooter drills. 

This presentation is intended to make the attendees

  • a) aware of the amendments to the OBC that allow “temporary door locking devices,” and
  • b) to provide some information and insight on the correct implementation of the amendments of the regulations for “temporary door locking devices.”

 

The presentation will be by Sarah A. Rice, CBO.  Sarah has been actively involved in the regulatory arena for more than 25 years, addressing a broad spectrum of project issues ranging from life safety and fire protection to hazardous materials assessment. Sarah's engineering experience includes work as a technical staff member for BOCA and as a project manager for one of the nation’s leading fire protection engineering firms. Sarah’s understanding of the risks and hazards associated with various aspects of a project allows her to formulate credible solutions for the firm’s clients. A certified building official, Sarah is active in the code development process at the local, state and national levels sitting on numerous technical and development committees for both the International Code Council (ICC) and the National Fire Protection Association (NFPA). She also has developed and presented seminars on a wide variety of building and fire code topics, where her extensive codes and standards development background has proven to be invaluable.

Operations and Hazards Associated with Plastic Injection Molding

This presentation has been approved for Ohio Board of Building Standards continuing education credits. This course has been approved for Building Officials, Master Plans Examiners, Building Inspectors and Fire Protection Inspectors.

Presentation:

The presentation will address the operations and hazards associated with plastic injection molding.  Plastic part fabrication via injection molding is an F-1 occupancy per the OBC and an Extra Hazard Group 1 occupancy per NFPA 13.  There are several hazards associated with injection molding, and preventing and controlling fires in these occupancies can be challenging.  This presentation will review the operation and hazards associated with plastic injection molding, discuss minimum protection and suppression requirements, and share information from a recent fire loss in an injection molding plant.  Video of the fire will be shown along with a discussion of lessons learned.

Loss Control Sr. Technical Specialist - Property

Jim is a Senior Property Technical Specialist at Cincinnati Insurance Co.  A Certified Fire Protection Specialist (CFPS), Jim provides property and life safety technical support to our underwriting teams, agents and clients. The primary focus of his position is evaluating fire protection systems and special hazards and coaching our loss control professionals in these areas. He is an accomplished loss control specialist, served as a volunteer firefighter for more than 25 years, and currently serves on the NFPA 664 committee.  Jim has also served on the board of the local water authority and is active with local non-profit groups in the Vanlue, OH, area.

Stephen Dale, PE

Loss Control Technical Specialist Manager

A technical specialist manager at Cincinnati Insurance, Stephen is responsible for technical property loss control issues and for supervising property and liability specialists in the Loss Control department. Stephen was a volunteer firefighter for nearly 10 years, holds a bachelor’s degree in fire protection and safety, is a licensed engineer in fire protection, and currently serves on four NFPA committees, including two for NFPA 101, NFPA 664 and NFPA 32.
