Temporary Door Locking Devices

The fourth meeting of the Tri-State SFPE will be regarding the School Barricade Device legislation.

With the adoption of Ohio House Bill 64 by the Ohio General Assembly and the BBS issuance of Amendments Group 91 to the Ohio Building Code (OBC), regulations have been added to the OBC regarding the use of a device by a staff member that prevents both ingress and egress through school doors in an emergency situation and during active shooter drills. 

This presentation is intended to make the attendees

  • a) aware of the amendments to the OBC that allow “temporary door locking devices,” and
  • b) to provide some information and insight on the correct implementation of the amendments of the regulations for “temporary door locking devices.”

 

The presentation will be by Sarah A. Rice, CBO.  Sarah has been actively involved in the regulatory arena for more than 25 years, addressing a broad spectrum of project issues ranging from life safety and fire protection to hazardous materials assessment. Sarah's engineering experience includes work as a technical staff member for BOCA and as a project manager for one of the nation’s leading fire protection engineering firms. Sarah’s understanding of the risks and hazards associated with various aspects of a project allows her to formulate credible solutions for the firm’s clients. A certified building official, Sarah is active in the code development process at the local, state and national levels sitting on numerous technical and development committees for both the International Code Council (ICC) and the National Fire Protection Association (NFPA). She also has developed and presented seminars on a wide variety of building and fire code topics, where her extensive codes and standards development background has proven to be invaluable.
